Cliff Chambers was the Project Manager of a multidisciplinary team for developing the Long Range Transit Plan in the Sacramento Region The planning process included three (3) phases.
- Phase I focused on developing a 2005, 2012, and 2032 baseline transit network, demand analysis, and financial plan based on known and adopted funding sources. Recently adopted transit operator Short Range Transit Plans are being utilized for the 2012 baseline transit network and financial plan. A series of meetings were held with transit operator staff to develop a 2012 and 2035 baseline network in their service area.
- Phase II developed a Visionary Scenario that matched the transit service levels and transit needs of the SACOG Blueprint vision as well as projected demographic changes. Interviews were completed with the transit operators and external stakeholders to solicit input on the future vision of public transportation in the SACOG region. Workshops were held with the Sacramento RT Executive Management group and the Transit Coordinating Committee. Based on this input, a working paper on transit demand thresholds was developed and distributed to the operators for review and comment. TRC staff worked closely with SACOG staff to incorporate key element of the Visionary Scenario into the MTP 2035, an update of the Regional Transportation Plan.
- Phase III included the development of four Long Range Transit Plans for individual transit operators in the Sacramento Region: Yolo County Transit District, Yuba-Sutter Transit, Folsom Stage Line and South County Transit/LINK. Each plan included detailed demand analysis, a service plan, and a long range financial plan.
